    The Southern Mindanao Integrated Coastal Zone Management Project (SMICZMP) involved the implementation of an integrated environmental protection and management of critical ecosystems program imperative to sustainable development. The project was one of the major endeavors of the Department of Environment and Natural Resources (DENR). Together with Nippon Jogesuido Sekkei Co. Ltd (NJS) and Pacific Rim Innovation and Management Exponents (PRIMEX), CEST, Incorporated worked on this six year project.

    The objectives of SMICZMP specifically, are the following:

    • Integrate the management of the coastal and watershed systems
    • Put in place an integrated coastal zone management approach for each of the selected project sites
    • Undertake activities that will sustain resource and environmental management while allowing development, with due consideration to the status of the area
    • Improve the quality of life of the beneficiaries and stakeholders, with due consideration to resource availability
    • Establish guidelines and management framework which can be replicated in other areas of the country
    • Institutionalize the use of an integrated management approach taking into consideration the carrying capacity of the area
    • Develop the capability of local government units (LGUs) and stakeholders in the planning and sustainable management of natural resources and the environment

    The project's four components are as follows:

    a) Project Management;
    b) Civil Works;
    c) Environment Conservation and Protection Center; and d) Sewage Treatment Project.

    CEST, Incorporated was in charge of the following activities under each major component:

    a) Project Management

    • Project Planning and Management
    • Project Supervision
    • Capacity building and support services for livelihood
    • Design and Conduct of training programs
    • Update of the land use plan
    • Parcellary survey of the multi-purpose zone
    • Assistance provision for research access on CADC, CSC and FLMA
    • Study on cost recovery mechanism
    • Monitoring of ECC requirements

    b) Civil Works – Detailed design for the:

    • Slope Protection Project of Saranggani Bay – Mt. Matutum Watershed and Malalag Bay – Balasiao Watershed
    • Inland Siltation and Mitigation Project for the Saranggani Bay – Mt. Matutum Watershed
    • Shoreline Siltation and Erosion Project for the Saranggani Bay – Mt. Matutum Watershed; and
    • Tendering and Construction supervision

    c) Environment and Conservation Protection Center
